Headcanon:
Celestia is more of chess player / tactician than Luna. She delegates and moves the right ponies in the right position. She can defend herself, but not to the extent Luna can. Luna on the other hand is a brute, compared to her sister. Magic laser to the face, questions later. That’s why Celestia needed the elements in the first place to defeat Nightmare Moon, because Luna is the better fighter, when they fight on even footing. And I mean better fighter, not stronger. Celestia is a magical powerhouse, but she is simply not as trained. So each sister has their own unique strengths: Send Celly to negotiations, Luna when those fail.
But each characterization is valid. We only got brief glimpses into both sisters in the show so they are an empty canvas any one can fill how they like.
