My headcanon:
End of a “Wing, Jetpack, and Fire-Element* Assisted Run”.
*The Fire-Element was originally added to prevent the jets from burning the tail to ash in a split second, but the energy balance became more efficient when additional flame-magic propulsion was added at the hooves.
Scootaloo is practicing on the ground before prior to attempting even inches-altitude flight with the experimental and finicky device.
