Someone would have to draw or generate an image that has such a thing in it.
Like say “Turbo Encabulator”? That is something very memorable to anyone who has heard of it, which could plausibly have only one image it applies to.

It would have to be a term or adjective already established elsewhere and well-known for it to be something someone might search by.
Generally. I would think that if it is something that might be one of the few things someone might remember about the image when trying to find/describe to someone else to find, that could be useful as well. So a KEY or highly unusual feature.
Generally, creating a tag that only applies to a single image isn’t a great idea. A tag should apply to at least two images before it is useful.

Yeah, there aren’t any existing tags for that here, much less on Derpibooru, so the reference is untaggable. Or, it would be the only such image with the tag.

It’s a reference to my dumb taste in music — specifically, she’s saying a line from Carnivore’s “Technophobia”.
