Psychological Profile: Processing interviews and psychological tests show that Thorax is a well-adjusted, mentally and emotionally healthy individual who is no threat to himself or others.

Restraint Notes: Thorax is to wear a standard issue prison bodysuit and be restrained at all times with handcuffs, ankle cuffs, and a form-fitting gag. The gag is to be removed only when eating meals, leading classes, and when otherwise necessary. Thorax may earn the privilege of not having to wear a gag after three months of good behavior.
Thorax is to be kept in his cell overnight, with the rest of his time being spent running classes on the value of cooperation and compromise, exercising, and spending time in recreation.
For feeding, Thorax will be given energy from visiting friends and volunteers, of which there are many.
Notes on Privileges: Thorax can earn various privileges as a result of good behavior. Privileges include additional time in recreation, reduced restraints, and free time to use as he wishes. Thorax will be provided reading material, movies once a week and daily television shows after a month of good behavior, as well as visitors multiple times a week.
Warden’s Notes: Thorax may be one of the oddest cases in the Equestrian penal system in that he doesn’t need to be in it at all, as he has proven himself to be reformed and no threat to anyone as he works to establish relations with the reformed Changelings and Equestria. Yet, it cannot be overlooked that Thorax did participate in the invasion of Canterlot, even though he hid, rather than fight.
It would have been easy for Princess Celestia to issue a royal pardon, but Thorax refused: he wanted to set an example for his changelings to show that no one - not even kings - are above the law. He then surrendered at a local police station, where he was reluctantly arrested, booked, charged, and put on trial. He pleaded guilty, and the judge gave him the shortest sentence he could: 1 year in prison, after which he was taken to prison, was processed, and began his incarceration.
Despite the odd circumstances of this case, I will nevertheless carry out my duty and treat Thorax like any other inmate (he even insisted on being gagged, rather than being given special treatment due to being royalty). Due to his experience in reforming others, he will lead classes designed to teach inmates the value of working together, compromising, and that it is possible to learn from your past and move forward to a better one. I expect Thorax will have a perfect behavior record, and will easily get parole in five months. I look forward to releasing him so he can continue to help build friendly relations between both our two species.
